January 25, 2009 meeting minutes

 

The meeting was called to order by President Don Beard.  Those attending were Michelle Winans, Nikki Schofield, Wendy Miller, Robert Cotanch, Steve Torrance, Shana Pascoe and Kristopher Pascoe.

Kris showed the club the web site he created.  He is asking anyone with specific information about the club, photos of past events, etc. be sent to him to be included on the site.  With the domain name Wyoming Paint Horse Club, Linda motioned to go with the host site godaddy.  Their 12 month plan of $4.74 per month.  Michelle 2nd the motion, motion passed.  A limited number of people will have access to the web site to manage it.

Bob made a motion that any paid services ads (training, showing and fitting horses, stallion directory, etc) be charged a $25.00 per year fee.  All other ads (classifieds, etc) be posted at no charge.  All information and collection of fees will be sent directly to Kris.  Once the ad is paid for, he will forward the monies to Linda and post the ad.  Linda 2nd the motion, motion passed.  Linda will work with Kris to help implement this process.

Linda will also contact APHA on how we can be put on their list of those clubs with web sites and should anyone be looking for our information be directed to the web site.

Wendy, who showed the Cheyenne Saddle Tramps series, will put together an outline for PAC qualifications.  This should help clear up some confusion regarding the process and will need to be posted on the web site and in newsletters.

Bob motioned that Don be named alternate director for Wyoming in 2010, motion 2nd by Linda, motion passed.

Reviewing the revised show rules, ties need to be restated that all speed events will have a run off.  For year-end and hi-point awards, whichever horse and rider combination who defeated the most horses will receive the award.   If there is still at tie for year-end and hi-point then a flip of the coin will determine the award recipient.  Linda motioned the revised rules, with the above mentioned changes, be adopted by the club.  Steve 2nd the motion, motion passed.

Steve motioned Linda be named manager of the August 8th show with Michelle as secretary and the APHA application be sent in.  Linda 2nd the motion, motion passed.  The entry deadline is August 1 and anything received after this date will be assessed a $10 late fee.  You will be able to enter on-line as well.

With the approval of Cheyenne Saddle Tramps, we would like to offer approximately 10 open classes to be held in conjunction with our August show.  Wendy and Linda will work on the class list.

A date for the trail ride needs to be set for that activity to proceed.  Linda motioned that the trail ride be set for August 30 and the application be submitted to APHA, motion 2nd by Michelle, motion passed.

Remember that 2009 memberships are due.  The next meeting is scheduled for March 1st from 1:00—3:00 at the Laramie County Library.

Trail Ride Committee
Linda will get a check to Steve for application.  The insurance forms are being submitted.  The premium is the same amount as last year.
The ride will be the Blair-Wallace trail ride.  We will need more directional signs.  There is a water tank there for the horses and a port-a-pot will be available.  Steve will check with the Forest Service to make sure we don’t conflict with the endurance ride being offered there.  He will also follow up with Search and Rescue to see if they are interested in participating

The show committee met on February 8.  Linda is sending the show application to APHA.  She has also contacted the insurance company for a contract which will cost about $220.  
Wendy Miller’s husband has agreed to announce at the show.
Linda and Don will get together the first of April to decide on a judge.  This information is due to APHA by May 11th.
Chairs will be given for hi point youth, amateur, open, solid bred, English horse and western horse.  Prizes will also be given to those in lead-line and walk/trot.
We will need to add the open and CST classes to the advertised show bill.  Would like to have no more than 70-75  classes.  The start time needs to be changed to 9:00 with Text Box: Committee reports and affiliation news

Their next meetings are February 18th and March 18 at 7:00pm at the Laramie County Community College, Ag room 118.

What is the Paint Alternative Competition (PAC) program?

APHA approves more than 1,200 horse shows, races, and trail rides. Your community probably offers plenty of competitive events for horses and riders, such as 4-H shows, team penning events, roping events, horse trials, and other activities that fall outside the category of "APHA-approved classes."

Even though APHA is not officially associated with these events, the association does want to recognize your efforts on your American Paint Horse. As a result, your accomplishments can be recorded on your registered horse's official lifetime performance record through PAC.

A variety of competition
PAC is open to almost any type of activity as long as the competition is sponsored by an organization that keeps official records, for up to one year, on the performance of all horses entered in the event. Keep in mind that for APHA to include the event in PAC, the recognized association, organization or affiliate must have a representative who agrees to keep records and will sign a verification form for the exhibitor. PAC events and breed point appointed events can be held in conjunction; however an exhibitor cannot earn points and credits in the same class. Credits from other breed or color registries that award national points will not count.

Easy to enroll and report
Although APHA membership is not required to enroll in PAC, you must be a member to receive any awards you earn from the association. Even though you don't have to own the horse you compete on, annual enrollment of the horse in PAC is required.

Once we have your enrollment form in the office you may begin earning credits. You will receive your PAC card and report form after your application is processed.

When you go to your next Paint Alternative Competition, have fun and do your best. When you place in the event, see the show secretary or manager and present them with your official exhibitor report form.

Ask the official to inspect your horse's registration papers to verify your participation on a registered American Paint Horse. Next, ask the official to sign the report form, which tells APHA how you finished in the event and how many horses were entered. Then, return the report form, along with a show bill or schedule, to APHA within 30 days of the event.

You will also have 90 days to submit any corrections on or to this form. You will then receive APHA credits based upon your placing and the number of horses
you competed against, using the same formula the association uses to award points to exhibitors at APHA-approved shows. (Point tabulation is outlined in the current Official APHA Rule Book.)
